Jon Romulus Ciobanu

Chief Executive Officer

Jon Romulus Ciobanu is the Chief Executive Officer of Voltaris Energy Corp and is responsible for the platform’s strategic direction, investor relationships, and capital structuring for energy infrastructure projects.

He holds an engineering degree from the Faculty of Electronics and Telecommunications at the Polytechnic Institute of Bucharest (1993) and completed executive training through leadership programs at Kuehne + Nagel, Inchcape Shipping Services, and Wilhelmsen Ship Service.

Earlier in his career Jon served as National Sales Manager for Romania at Kuehne + Nagel Global Freight Forwarding and Supply Chain Management, overseeing national sales operations covering sea freight, air freight, overland transportation, and logistics services while managing major international commercial accounts.

Jon is also a Chartered Shipbroker and Fellow of the Institute of Chartered Shipbrokers in London. His professional activities have included global shipbrokering, maritime logistics, and shipping agency operations in British Columbia ports. He has participated in international chartering transactions, including vessel chartering supporting the Dangote industrial development project in Nigeria between 2018 and 2020 and the RUYA project in Qatar between 2024 and 2026.

His background combines engineering training, international logistics leadership, and responsibility for complex commercial transactions relevant to structuring and supervising large-scale infrastructure investments.

Dumitru (Mike) Ghemis

Executive Director

Dumitru “Mike” Ghemis leads the technical development and engineering supervision of Voltaris infrastructure projects.

His responsibilities include project feasibility assessment, engineering coordination, and technical supervision throughout the infrastructure development and construction lifecycle.

Mike graduated from the Romanian Naval Academy in 1979 (School of Navigation) and later specialized in the Romanian oil and energy sector. Early in his career he coordinated compressor station management and underground combustion systems within the energy industry.

During his career he has participated in more than 150 energy infrastructure projects in Romania and internationally. The total value of projects he has managed in Romania exceeds $120 million.

His experience includes coordinating investment projects for cogeneration and photovoltaic power plants with installed capacities ranging from 50 MW to 400 MW.

Mike also holds several patents related to technologies used in the oil industry and maintains technical certifications in energy services and infrastructure works. He collaborates with engineering partners including ATEF Group in the development of large-scale energy infrastructure projects.
